My first inclination was to suggest the scene where Vito gives his speech at the meeting of the 5 familys [how did we come to this?], but other then the short interchange with Barzini its more or less one sided, I guess it wouldn't fit your criteria.

How about the meeting with either Senator Geary, or Hyman Roth? The lines seem to be about equal.
