It's a spoof on the Republican Seantor who was recently busted in an airport bathroom for trying to solicit sex with who was an undercover cop. \:o The shoe tapping and signaling was all a part of the story. The Senator later claimed that he "had a wide stance" (that's what Pitt says) when he sat, thus trying to explainin why his foot tapped the cops.
