The sea IS black. It's blacker than the rest of the continent, just not blacker than the light-less New York.

The "blue areas" have street lights, city lights, and pretty, city women that wanna hold me tight. However, the oceans and New York have ONLY moon light. So....my HYPOTHESIS goes as follows....

'This satellite picture CLEARLY proves that when given ONLY moon light, the ocean is "brighter" than land.'

(This makes good sense too if you think of the endless miles of ocean that can sometimes become visible during a full moon.)
