Willi is somewhat amused at the Senator's use of the word 'buffer', to clarify his statement of never having been given orders by the Don himself.

I guess if you hear it from Cicci's point of view, it is pretty funny and his response (and the resulting laughter in the chambers) is completely justified and in character.
