You make an interesting observation about that whole Vegas scene, especially where Fredo slaps Moe on the back and says, "Me and Moe, we're good friends. Right Moe?" I don't think Moe even likes Fredo, and Fredo's response seems so much like a victim trying to stay on the good side of a bully. Sure, Moe enters the room all friendly and chummy; but it's a slick, phony kind of friendliness. We see his true colours and how he
really feels about the Corleone family as soon as he and Michael start talking.
