I thought your original point was that the greater mistake was missing a day, not going over the cap.
By saying the following...

I think that anyone in our league would prefer making the latter mistake to the former, which means that they consider the former mistake to be the worse mistake of the two, which to my way of thinking means that the penalty for that mistake should be greater.
... it appears you are saying that the greater mistake is going over the cap.
