I think that the commission was generally lagging behind the developments in the Corleone family.

The first major managerial move performed by Michael was more or less abolition of the traditional multitier hierarchical structure (Don-Consigliere-...) in favour of the much tighter direct subordination of all primary agents to the boss.

In this respect, the commission got it absolutely wrong. Putting Fredo in charge of Rocco and Neri is only an elaboration on that - but who knows, perhaps, taking into account the above, Fredo might have really been given this sinecure to keep him happy?

Looks like their research was sloppy elsewhere as well: remember the incorrect dates? I start thinking that the whole stuff was put together in such haste that they really didn't have the time to do it right. And perhaps FFC did wish us to notice this, after all.
