there are so much white protagonist in almost every game and if a ****** (edit:black man ) plays GTA:Vice City, i suppose he does not care about it
i enjoed the Gangstastory very much, because of the change to the other 2 GTAs.
San Andreas was the funniest GTA but I still like Vice City more, because the Scarface-contents.
It seemed everybody loves Vice City, so it´s the general winner of best Games, isn't it?

Far Cry (it has the best Map-editor ever and a marvelous beautiful graphik, environment in a shooter! I have already created a Scarfacemap by myself, inspired of the boliviascene in the film)
