See now if tony were to die in season six(which isn't going to happen sorry hit&tits crew) then I'd say no, but if we are talking ten 15 years from now then yes without hesitation. Who else would tony give it up to? Sil is the smartest, but that's why he is the Consig. Paulie has a 6th grade education or something, and while education or a diploma probably don't have much to do with the Job, if you have someone that others think less of as the head of your family then you are weaker just like that.
