Sorry, TURI, but GOODFELLA and NERI are completely correct in their assessments. Tony was comparing Feech LaManna to Richie Aprile. Both Richie and Feech were bitter ex-cons who couldn't get used to taking orders from Tony, who was, before they went away, just a "kid".

When Tony said, "Have I learned nothing from Richie Aprile?", he was saying that he had to nip the situation with Feech in the bud. He let the problems with Richie escalate, and it nearly resulted in Richie trying to kill Tony. Tony didn't want Feech, who commanded a lot of respect and was well-liked, to attempt anything with him.

Unlike the hated Richie, Feech was liked and respected enough to drum up some support within the Family to have made a move against Tony. Tony had to take care of Feech before things reached that point.
