That just shows you how royally screwed up Tony's priorities are. The previous year, Ralphie beats an innocent girl to death with his bare hands, but Tony doesn't do anything about it because of the "rules". A year later, Tony SUSPECTS and THINKS Ralphie MIGHT have killed the horse (not a person, but an animal), and THEN Tony is willing to shirk the "rules" and he kills Ralphie!

As Melfi pointed out when Tony was being all sad over Pie O My's death, "But I haven't seen you get emotional over the death of PEOPLE!"

You can bet the murder of Ralphie is gonna come back to bite Tony. I bet someone is gonna discover his head and hands on the Palmices' farm.
