I wouldn't really call this ruthless, and maybe off topic a bit, however, remember when Tony was telling Paulie, Silvio and his crew that he thought another family had Ralphie whacked? He lied so convincingly, and yet it seems not everyone is buying it. Can't think of his name, but the guy who has a son in Florida (I think) said he thought it was Tony that killed Ralphie.
