Frank DeCicco, Eddie Lino, Vincent Artuso, Salvatore Scala, Anthony Rampino, Angelo Ruggiero, Joseph Watts, Iggy Alogna, John Carneglia, Dominick Pizzonia and Sammy Gravano.

It has been rumored the Robert DeBinardo aka DB was also involved in the planning. But in Gravano's book, I don't remember him mentioning DB.
