To your point, Scarface: Charlie Luciano ordered both hits (Masseria and Maranzano). He reached for his boyhood chum, Meyer Lansky to organize the assassinations. He didn't want to use his own guys because the victims might have recognized them. Lansky put together both hit squads. But neither Luciano nor Lansky was present at the actual murders.
