If you mean the first US "convention" of Mob bosses from all over the US, it'd be the 1929 Atlantic City meeting. The nominal host was Enoch (Nucky) Johnson, the political boss of Atlantic City. The Mob host is a bit murky--either Johnny Torrio of Chicago or Abner (Longy) Zwillman of New Jersey, depending on the source you read.
