That's exactly what he does. But Gravano blames the 11 murders on Gotti. Yeah Gotti was the boss who order the murders. Yet when Gotti was boss, Gravano had more power. He could have asked Gotti to give those people another chance, but he did not. So it's Gotti and Gravano's fault for the 11 murders.
