At that time (1957) Gigante was an enforcer in the Genovese Family, then the most powerful of the 5 Families. An agreement was made between Costello and Genovese which allowed Costello to "retire" from the Mob letting him keep his revenues. To keep the peace there was an outward appearance of civilty between the two (and their respective supporters), and Gigante wasn't hunted down for his role in the attempt on Costello's life. .
