I don't know about other states, but here in California, by law, we do NOT have a right to tell a student he/she cannot have a cell phone in his/her possession. So there is no way we can ban them altogether, unless the law changes. We do, however, have a right to set the limitations on where/when they can be used, as well as confiscate them if they are being used inappropriately. That's the key, and it seems so easy.
