Prohibiting a student from having a cell phone in his possession is overkill.

Suppose a kid likes to read, so he carries a paperback novel with him to and from school to read on the bus and during his lunch period.

If he takes the book out and begins reading it during one of his classes, that's wrong and he should be reprimanded or punished or whatever.

But that doesn't mean that all students should be prohibited from carrying non-school related books with them to read on their own time, does it?
