It seems her line of thought might be to raise as much as she can and then put in the remainder herself. Even a plan like THAT would be at least halfway reasonable if she would just explain it in the letter.

Really, if she means well and is generally known as a nice person who really wants to do something nice for her parents...somebody close ought to explain to her how things like this are done. Maybe another family member could suggest a few things that could save this whole mess from becoming a big family joke.
