The Luciano/Genovese DID have relationships and associates upstate, as did several other NYC families. But, OVERALL, "Upstate NY" was the recognized dominion of the Magaddino Family. As I've written before in various articles and exposés, a good example of this was in Saratoga Springs and Schenectady where the old Luciano crew operated certain men and gambling rackets through Doc Farone, "Matty Brown" Fortunato, etc., these guys worked in conjunction with Meyer Lansky, Jimmy Blue Eyes, etc.
