I would also lean Accardo purely from the standpoint of he ran one of the most powerful criminal operations in the world for almost 5 decades and never spent a day in jail. That said, I'm not sure if Giancana is comparable to either of these gentlemen, but he was certainly a revolutionary when it came to LCN.
