I think the question mark (?) make senes. Because I think Accardo served in several capacities over the years; underboss, consigliere, acting boss, boss....I believe his exact position was somewhat fluid and murky.

But, that said, there's no doubt about it, if not the boss, (per se,) nonetheless he was always at the very pinnacle of power.
