In the chapter regarding drug trafficking trends in the report, the DEA suggests that Mexican cartels, especially the Jalisco Cartel, are looking to cultivate coca and produce their own cocaine from start to finish.

The Colombians still have their own distributors all over the world where they still would make plenty of profit.

Coca will not grow the same way in Mexico as it will in Peru for example. Its like comparing apples to oranges.
