According to Sammy Gravano, when Castellano gave his OK for the murder, it reflected very badly in the family. It didn't look good for him that he would give up one of his capos like that.

A member, or associate for that matter, would never, could never, be killed without the approval of the Family he's affiliated with. Unless they copped a sneak on him of course.
Paul Castellano definately gave the approval for Piccolo to be killed. There is little doubt about that. But these types of killings are always done "in house" so to speak. You NEVER let another family clip one of your own. If the guy's got to go, then he goes! But its always done at the hands of his "brothers" for optics. Also, to make sure the other crew doesn't torture the guy, etc.
To let the Genovese Family kill Piccolo (if thats even the way it truly went down) was extremely bad form and a very bad look on the part of Castellano and the Gambino administration.

Is it known if Gotti and his fellow conspirators used this incident as a “rallying call” when they were trying to get support to kill Castellano. It seems like along with his hypocritical rules about dope peddling that this would be one of his worst PR moves within the family

Thats a very good question. Personally, I don't remember ever reading that Piccolo's murder figured into the decision to kill Castellano. But as I was researching and writing his story, the very same thought occurred to me. I don't doubt it could have played a part in what later went down.
Piccolo was obviously well known and respected but i Think the biggest issue with the Gambino people was the fact that Big Paul let another family killed one of his capos.
It sent à very bad message within the ranks.
