The death toll from the attack on a concert hall on the outskirts of Moscow has passed 115. The FSB security service says that all four attackers have been arrested. The attack was claimed by Islamic State, but Russia points to Ukraine. Eleven people have been arrested, according to the FSB. FSB: "The terrorists who took part in the attack in Crocus tried to escape towards the Russian-Ukrainian border. The terrorists planned to cross the border and had contacts on the Ukrainian side."
