Many hijackings weren't forced, they were done with the complicity of truckers. I can see that still happening especially if the economy tanks and truckers feel like they can make more money with organized crime.
Unfortunately for the mob, GPS trackers destroyed the lucrative truck-hijacking racket back in the late 1970s.
