No one, only Toto Riina was boss of bosses and he single-handedly dealt with all important stuff. No one before or after him was boss of bosses. Provenzano and Matteo had very important roles , being the "faces of the mafia" , powerful people that manage to be on the run for 30+ years. Their words were very respected and often final on a lot of stuff , but they were never boss of bosses like Riina was.
