Attempted murder in Saint-Bruno-de-Montarville: the victim is a relative of the Hells
The investigation is progressing slowly due to the man's difficult collaboration

Alexandre Ovalle, 40, was the victim of an attempted murder on June 6, 2023 in Saint-Bruno-de-Montarville. FACEBOOK

Alexandre Ovalle is well known in police circles, he who has an impressive criminal record. He was notably arrested in 2011 as part of Operation Carcan, which targeted drug traffickers on the South Shore. The Carignan resident had been convicted of gangsterism, conspiracy and drug trafficking, and had been sentenced to 30 months behind bars.

Shortly after his release from prison, Ovalle became involved by association in a story that made headlines around the world.

His girlfriend at the time, Isabelle Lagacé, was arrested in the summer of 2016 in Australia after a luxury cruise with her friend Mélina Roberge. No less than 30 kg of cocaine were discovered in the suitcases of the young women.

Feared as far as the United States

The Quebec Hells are reputed to be "extremely violent" according to an influential former American member of the club

How are the Hells of Quebec perceived by the American Hells?

I have been interested in them since the 1970s. I became friends with Boss [Yves Buteau, first president of the Montreal chapter] during his visit to Ventura. He was murdered like many of my friends. I also knew Walter [Stadnick, Montreal chapters and Nomads], who came from the same city as my first wife [in Ontario]. And what I can tell you is that both the Hells Angels here in California and those elsewhere in the United States know well that we must take the Canadian Hells Angels very seriously. They are not afraid of anything.

How would you describe them?

They are known to be incredibly violent and very determined. While they were waging war on the Rock Machine, it was out of the question for us, on the American side, to dictate anything to the Hells of Quebec. This war killed 160 people. It's still incredible.

Did you even fear that this war will cross the border?

In the late 1990s, Canadian Rock Machines wanted to become Bandidos. If the Bandidos, with whom we were not at war here, absorbed a band that was at war with us in Canada, the conflict could have degenerated and spread to the United States. So one day, for three hours, I met the Hells of Canada and my friend George Wegers, who was president of the Bandidos. We discussed in a park in Washington State, on the Canada-U.S. border, in search of a solution. I think Walter [Stadnick, then president of the Canadian Hells] was there. It was agreed with George that the Bandidos would not accept Rock Machines in their ranks. In the end, some Rock Machines still became Bandidos. It didn't please the Canadians.

The Hells no longer have competition from any group of bikers in Quebec. Are you surprised?

If so, no, not at all. At home, the Hells seem to me an example of cohesion, discipline and determination. If they were at the head of a traditional company, no matter what sector they would have in their sights, they would end up gaining full control of that sector.

Always wonder who were the most powerful, most influential and richest HAs of Canada. Those from Quebec or those from BC ….

Back in the early 2000's , the BC Hells were considered the richest. I do not know who holds that title today. But in Quebec there was a time when Louis Roy was considered the wealthiest. Louis and Mom did not get along and that was the end of Louis.

Marvin Ouimet automatically released under severe conditions. One of the most influential Hells Angels in Quebec, Marvin Ouimet, will soon be released after two thirds of his sentence. Fearing a repeat offense on the part of this hardened biker, the Parole Board of Canada imposes severe conditions on him that he will have to respect until the end of his sentence.

Organized crime leaders oppose long-term seizure of their property.

Members of the Hells Angels and their alleged accomplices, from whom the police seized a multitude of property in the spring during waves of searches carried out as part of a major anti-drug investigation, are opposed to these objects being held for another ten month, while the police continue their investigation.
Among these individuals who contest the long retention of their property, we find Hells Angels Martin Robert, Stéphane Plouffe, Rob Barletta, Michel Lamontagne and Gilles Lambert.

got into the above article from le journal. pretty interesting stuff...

looks to be quebec city specific in terms of one conflict but suggests the same reluctance to pay 10% tax is shared province wide and is a reason to explain some of the most recent violence in province.

main conflict is between

mathieu pelletier-son of chapter founder marc.
HA-QC City chapter=full patch

vs.

david 'pic' turmel
black mafia family (BMF)=leader of gang which is allied w/ REDS street gangs, more specifically profits boys gang based in northeast of montreal.
-BMF operates on territory on south shore of quebec city.
-turmel and 6 others were arrested in proj. malsain july 27 2023, albeit with turmel still being wanted by police.

there have been a few violent events related to this lately.
mar 2023-shots fired at residence of mathieu pelletier.
aug 2023-car set afire of red devils mc member dominic simard.

also interesting...
-this sales tax has been in place for decades and has not been challenged by any group since the quebec biker war (1995-2001).
-the 10% tax is placed on all trafficking networks in province, whether connected to HA chapter/member or not, in order to operate a drug territory.

interesting point and may already be common knowledge but the reason given for the 2019 murder of one francis turgeon was because of his failure to pay said tax. turgeon refused to pay, which in turn caused him in the eyes of HA to incure a $80 000 debt. turgeon refused to pay this and for that he was murdered. the territory turgeon was peddling in was repentigny,qc. i write this because i believe turgeons name sometimes gets lumped in with others in mtl mafia wars group. we can now be sure to scrub it from these lists as it has nothing to do with those specific conflicts.

also curious is the alliance of BMF and profits boys gangs. if 2 red allied gangs have refused to pay tax that is no way proof that all have agreed to do this. but gives more info as to what is behind some of the mayhem that has gone on in mtl north/mtl east since 2019. not all mtl gang sets are allied, by that i mean just because yer blue doesnt automatically mean you wont butt heads with another blue gang over territory or whatever. same can be said for the red allied gangs. a case in point being situation 2012/2013. chenier dupuy at the time a leader amongst bo-gars (reds) gangs was murdered for not lining up with woolley et al. at same time or there abouts the rizzuto faction was using unit 44 (reds) members for hits against there enemies. 10 years ago i know but i'm sure there are more current cases that are similar.

anyhoo another piece of the puzzle coming to light in the ongoing quebec organized crime saga.

Don’t know if the Blood Mafia Family from Quebec city is related to the Blood Mafia Family from Montreal-North.

The BMF from Mtl is a haitian/blood gang that was created in the 2000s, and they are related to the Profit Boys.
But the BMF from Quebec City is a blood gang made of french canadian, but it look like they have the same relations than the BMF from Montreal.

yeah turmel is white french canadian i think? my knowledge of the mtl street gangs is not great. mostly comes from when they interact with mafia or HA. the article only states bmf operates on south shore of quebec, which i assumed to mean quebec city. the profit boyz territory is in R.D.P. area east of pie lx blvd, with operations in other parts of mtl. r.d.p is in no way south shore of mtl so must be refing qc city.

blackmobs by the way your knowledge of the different street gangs in mtl has been great to read along the way, very good stuff.

Thanks VitoCahill

Same for me about youre posts and comments, even if i’m from montreal guys like you made me understand the dynamics of the mob in montreal.

Yes Turmel is french Canadian, in the news, there is a picture of him.

This week, the found a body burnes and shredded in Quebec. And the guys who did it were linked to the flamehead boys. The police think it might be a message send to the guys from
Quebec City.

South Shore are place like Levi, places south of the st laurent river.
So south of Quebec city.

But, if the BMF from Quebec city is really linked to the BMF from Montreal-North… this could really get messier.

In the 2010s, BMF members kidnapped dealers of the Hells Angels in downtown montreal.
After, some talks, the Hells Angels gave the BO-Gars and BMF guys a territory of there own in downtown montreal.

Here is an article from a gang member from Montreal-North. He’s talking about the push made by the BMF from Montreal against the HAs.

I remember those time, you could see the tension in Montreal downtown bars and clubs.

General and his friends are looking at Saint-Denis Street, an important artery in Montreal, to expand their territory. "We knew that the street belonged to bikers. We went there at 20 to attract their attention, to show that we were there.

We were selling our drugs. Until the boss of the neighborhood sees us. So, we confronted him. And usually, there are not many people to oppose him." The group uses a cameo to call its supplier and wait for his arrival. They tied him down and called his boss in front of the hostage. "If the boss did not want to give up his territory, we conveyed our message by beating his pusher."

General has no emotion, when he tells this part of his life. For him, it's business as usual. "We were typing everyone. We didn't care if they had patches. We were a gang, too. We typed two or three of their guys. They said ok, but don't touch Saint-Laurent Street. You would abuse. They are warriors, the bikers, "he says with respect.

General and his group, in addition to their expansionist aims, must protect what they control. What they did to bikers, on St-Denis, others imitate them to steal what they own.

Article in 2008 about the leader of the montreal’s BMF.

A conflict is currently between the Bloods and the Hells Angels for the control of drug sales in downtown Montreal, he added. Valdano was involved in this war, according to the police officer. The Hells praised this territory to the Syndicates gang and gangs affiliated with the Crips, the enemy gang of the Bloods. "Now, the Bloods, the reds, are trying to take the territory, which does not particularly please bikers," added the police officer.
