Thats why I always say that the old Chicago Outfit was divided on four groups aka "families", with usually four representatives on the Outfit's Board of Directors (depending on the time period), under one top administration with one top boss or "boss of all Chicago bosses". Thats the real definition of Chicago's monolithic organization.
