The FBI will release an unreacted report if they fell it helps stir things up, or if it hurts people the want to hurt. The FBI has always done as it pleases. They often use reporters through leaks. As for Dellacroce, that was not a document, t was people in LE telling reporters that right after Dellacroce died. It was untrue, they just find it funny to that.
