You need to understand Liggio, that that was a different time, a different era. "Commission Meetings" were regularly held to discuss business or pending problems, These were conducted for many many years, many decades in fact, without incident. Every five years or so, they also held a "national" get-together to rub elbows. With the massive control they held over local police departments and politicians at the time, it was not a problem...UNTIL that fateful day, November 14, 1957 that a local yokel, NYS Trooper Edger Croswell, got ambitious. Hence the "Apalachin Raid."

That was a game changer for the mob! Literally, a watershed moment in their storied history.
