Mean Streets isn't a mob movie, just has a few mobsters in it sprinkled here and there if I'm not mistaken.
You're not mistaken, yet it is always referred to as one. At the time it came out no one saw it as a mob movie, but as a character study. The people in it were nuts, and Keitel's character did run numbers, but there was almost no mob references, aside from the uncle.
