The Bonanno's were not on the Commission. They were suspended because of the Donnie Brasco embarrassment. Thereafter I believe that Nicky Marangello often represented them if/when Joe Massino wasn't available.
I read somewhere (can't remember where) that Gotti was instrumental in having Massino regain the Bonano seat on the Commission.
