What I think is happening here is a few years back the SCOTUS ruled that
a gun charge by itself is NOT considered a violent crime.

When the ruling came down it opened the door for any defendant that has time added to their sentence because they had a gun charge, now has a chance to be re-sentenced.

As a result a lot of convicts were re-sentenced and received sentence reductions.

That is just my guess.
