How did Frank and Costenze Valenti end up starting the Rochester family? They were both with Pittsburgh (Frank was made). Did they have to formally transfer their memberships to Buffalo since Rochester was a Magaddino satellite?

Secondly, most attendance charts for Apalachin include the Valentis and (I assume incorrectly) label Costenze as a capo. He would have been 31 at the time, which seems unlikely.

Are they the same Valenti’s that were in Troy NY? If so, they were around the Gambino’s.

When Larocca was made Boss in Pittsburgh in 1956, Frank Valenti was against it, he was one of a few Capos who voted for someone else (Its in the released FBI files), I believe Al Zeid was vocal against it also. This made hard feelings working under LaRocca, so with LaRocca's blessing, and a $50k nest egg, Frank headed to take over Rochester.
Frank knew he could never be one of the top guys in Pittsburgh after not supporting LaRocca taking over after Amato stepped down.
Pittsburgh, Detroit and Buffalino families had very close ties and both supported Valenti going into to take over Rochester family, that's why no NY families interceded on behalf of the guys already in Rochester. I believe Frank and his brother also had ties to the Bonannos so that's another reason NY and the commission stood down.
The Magaddino Family had been the representative on the Commission for Rochester so when Valenti took over, he continued the tradition of paying tribute to them until the late 60s.
About the time Frank showed up in Rochester to proclaim the City was his, current Boss Jake Russo dissapeared and has never been seen since. Russo had taken over when Stanley Valenti went to prison for refusing to talk to the feds about Appalachian. Stanley was married to Antonio Ripepi's daughter. Ripepi was respected coast to coast out of the Pittsburgh family and carried a lot of weight in Ohio and NY.
Frank drew a lot of unwanted attention to the Rochester Family with his bombings, I am am glad he never became a big player in Pittsburgh.

And although Costenze (Stanley) Valenti was listed as the Rochester "boss" with Frank as his proxy or "number two," I do believe that Frank was always the true leader. But because Stanley was married to Ripepi's daughter they considered Stanley as the source of power when he was not, but his marriage did help pave the way for Frank's later rise in the organization.

PS: I know there is also some debate about Stanley's status as made, or not made. But by his attendance alone at the 1957 Apalachin Meeting confirms his true member status. Otherwise he would have never been present there.

I read somewhere that Rochester started out as a Magaindono crew
And when his Capo’s threw him out that a couple of the crews ended up breaking away and basically becoming their own family.

Rochester was one of them

Frank Valenti was the actual boss. They had family in Rochester as an uncle was an early blackhand member in Rochester, their cousins Al and Joe were active in Rochester who would never be made, if they were living in this time of age they would be made. Frank was made in Pittsburgh, and Stanley was made in Buffalo family. Pasquale Amico was close to their uncle. Amico would be the Capo of Rochester from 1931 till he died in 1947. 1947-1954 unknown who was the Capo of Rochester. 1955 till 1964 Giacomino Russolesi was the Capo.
So how did the Valentis gained power? Well first Frank was against LaRocca becoming boss of Pittsburgh, and once LaRocca became boss, Frank decided to transfer to Rochester under the Magaddino family. His brother Stanley was made at the age of 28 which would make the year 1954 into Buffalo family. Stanley sponsor was Giuseppe Ida. Frank reached out to his brother to be transferred. Sometime in 1955 Stanley met Joe Bonanno and a friendship began between the brothers and Joe Bonanno. 1960 and on, Stanley and current Rochester capo Jake Russo did not get along. Frank comes back onto the scene and in 1964 Jake Russo disappeared. Frank killed Russolesi and paid tribute to Stefano Magaddino until the late 1960s. Magaddino felt his cousin Bonanno was involved. The rest is history.
