Today, quite a lot of Vory v Zakone don't respect those rules, even though they are still recognized as Vory by others. There are plenty of them who have their own legal business, are married, or have convictions for crimes that "in theory" should preclude them the possibilty of becoming Vory, like rape, drug trafficking etc (even though as far as drugs are concerned, they are often planted on them by the police, as the easiest way to send them to prison).
In my opinion, the most powerful Russian criminals aren't Vory though, since that status still puts some limits on them: for example, if a Vor is publicly asked whether he is a Vor, and says no, that's considered "dishonorable", even if it's the police or a journalist who asks that. But of course the smartest ones will deny it anyway though...
