Couldn’t Tony Bananas have been in the running too? Either way I think it would have went down very different. If they avoided war than Scarfo would have been kept in check with the violence (that ultimately caused ratting and took them down). I also think the Gambinos would have found a way to maintain or grow their control over Philly. Even the 50/50 split mentioned above was with a Gambino faction under Toddo.
