Someone in the Lucchese family also had contacts at that precinct and was told that Gerard Pappa asked for protection. So two other rampers seen the letter and it was not just Gravano word on it. It was enough for the gang. Genovese had sitdowns over with not just the Gambinos over Pappa, but also with the Lucchese, and Colombo families, not just for his antics and Spero murder, but because of that paper. Regardless, Pappa was made in the Genovese crime family and was still up to his antics, the final straw was his unauthorized killing of Ralph Spero.
