Billy and Joe Waverly were heading work crews. So was Patty Amato and others for Vic. For that matter you had Joe Scopo and Vic Jr. also heading up work crews, and guys from other crews were "blended" into those particular crews to strengthen them and to work together.

But it didn't matter. Although outnumbered 4 to 1 the other side still outlasted them.

All it did was provide ammunition for the feds to destroy everybody on both sides.
