After realising he wouldn't get inducted into the Patriarca family, Luisi was somehow put in contact with the Gambinos, though acting boss Peter Gotti turned him down. He was then put in touch with Ralph Natale through Frank Rossi, a mutual acquaintance who had been in prison with Natale. Luisi met with Natale twice in Cherry Hill, then he was introduced to Borgesi, then Merlino. As a Philly associate, he was with Borgesi. At that time Natale was the boss, Merlino the underboss and Borgesi a captain.

After Natale was arrested, Merlino inducted Luisi in Philadelphia in fall 1998. Luisi and Borgesi then went up to Boston to make his crew (he has said this was done over a few ceremonies). Those he has mentioned publicly as made members of his crew are Tanso, Robert Gentile, Shawn Vetere, Thomas Caruso, and Paul Pepicelli. He has also said that he left Pepicelli as the acting captain of the crew whenever he had to go down to Philadelphia. Some posters on the other forum also got confirmation from Luisi that David Pepicelli and Robert Paleo were made guys in his crew.

He wanted to induct Robert Guarente too but never got around to it. He also wanted to induct a guy called Bobby DeMarco from Springfield who was with the Puglianos (he opted instead to stay with the Puglianos). DeMarco had also been in prison with Natale and he knew Guarente.

Peter Caprio testified that Merlino told him to reach out to the Genovese family for permission to make the Boston guys. The Genovese family said no, but Merlino went ahead with the plan to make them anyway.
