Now I know that in Donnie Brasco Al and the rest of his crew are made guys. I was wondering in Goodfellas Henry Hill Jimmy Conway and for the life of me I can't remember Joe Pesci's characters name, aren't made guys I know that. However in the movie they seem like they have a lot more power than the crew in Donnie Brasco. Can anyone shed some light on this subject i'd appreciate it. Who is more powerful?

In the mob, the pecking order is determined to a great extent by the earning power of the crew.

While the Goodfellas Gang weren't "made", they were great earners. They practically ran Kennedy Airport, they were major truck hijackers, and they pulled off the Lufthansa heist. And the boss got a substantial share "kicked upstairs"

The Donnie Brasco crew, you'll remember, was busy breaking open parking meters.

The made guys are always protected, but there are places within a family for non-Sicilian made guys who are big earners. One example that comes to mind is Ace Rothstein/Frank Rosenthal from "Casino" (DeNiro). He wasn't a made guy, but he was a helluva earner. Remo ordered Nicky (Pesci) to protect Ace. I don't remember the exact dialogue, but Nicky made several references to protecting "the Golden Jew." During a confrontation between Nicky & Ace, Nicky told Ace that if it wasn't for Nicky's protection, every criminal & gangster would be shaking Ace down.

Yes, the determining factor is: money talks--the more money a guy makes, the more power he has to make more. Jimmy was like a crew chief in Goodfellas/Wiseguy even though he could never be made.
One historical note: the NY families agreed to "close the books" on making new Mafiosi after a scandal in the Fifties in which a high-ranking Mob guy took bribes to "make" men. So the families had to use lots of unmade "associates" like Jimmy and Henry.
One of the great things about Donnie Brasco is that it shows you just how boring and unremunerative life in the Mafia can be. What's it worth to be "made" if you're breaking parking meters for a living?
