Years ago, for the underworld, there was a BIG difference between being born in Sicily and being born in Naples. The fact that Capone's parents were Neapolitan prevented him from being a true member of the Mafia, which was then open only to Sicilians.

Sometimes he succeeded, sometimes he didn't, but it was always separate from his gang.
