Well, Al Pacino has to be mentioned as one of the best actors. His roles as Michael in The Godfather and Tony Montana in Scarface are some of the best examples of acting I have ever seen. He's also pretty good in Heat, opposite DeNiro.

I have to say that I didn't watch except a few "Mob movies". Therefore, my humble list would be limited.

From Favourite to least favourite:

1] Joe Pesci
2] Al Pacino
3] Deniro
4] James Woods
5] Jack Nicholson
6] Michael Madsen
7] Warren Beatty (Bonnie & Clyde, and Bugsy)
8] I forgot the guy's name (and the movie's), but he plays the Head of a Mafia Family who is targeted by the Feds. They plant an informant to seduce the head's (either adopted or a friend's daughter) in an attempt to get closer to the Head. The informant, who falls in love with the girl, refuses to testify against the head when the Trial starts. The actor I like is the Head.

9] Chazz Palminteri (A Bronx Tale and )

10] Steve Buscemi (Reservoir Dogs)
