Alleged Genovese Mobster Arrested in November 11, 1997 Yonker’s Murder of Alleged FBI Confidential Informant Richard Ortiz

The cold case involve the multiple stabbing death of supposed FBI Confidential Informant Richard Ortiz. It is further suggested that Federal Authorities intend to prove Johnny T. had been part of a plot to embellish the Genovese crime family’s power and influence.

Tortora was arrested on the morning of August 2, 2018 by FBI Agents assisted by Yonkers Police Department Detectives. It should however be stressed that this is the third case in recent months where the FBI did not inform the Yonkers Police Department of any pending cases it is involved. The case has been assigned to United States District Judge Sidney H. Stein.

Manhattan U.S. Attorney Geoffrey Berman advised, “As alleged in the indictment, the defendant was responsible for the stabbing death of Richard Ortiz over 20 years ago. Today, thanks to the remarkable dedication and perseverance of the FBI and the Yonkers Police Department, the defendant faces charges for his crimes.”

FBI Assistant Director William F. Sweeney Jr. said: “The arrest of John Tortora should remind everyone that justice delayed is not justice denied. Whether a crime was allegedly committed decades ago or just days ago, the FBI will maintain the same tenacity and we will be relentless toward ensuring those who commit violent crimes be held accountable for their actions. The FBI’s New York Office never does these investigations alone, and we want to thank the Yonkers Police Department for their help in successfully solving a case from more than 20 years ago.”

Yonkers Police Commissioner Charles Gardner said: “This arrest for the 1997 murder of Mr. Ortiz demonstrates the resolve and commitment of law enforcement to hold those accountable for their actions and serves as a warning to all members of La Cosa Nostra engaging in violent criminal activity in our communities. We will continue to work with our federal partners to aggressively target alleged criminals and criminal enterprises operating in our City.”

According to the allegations in the indictment and statements made in court: “From in or about 1997 up to and including in or about 2018, Tortora, an associate and later a member of the Genovese Crime Family, along with other members and associates of La Cosa Nostra, committed a wide range of crimes, including murder, extortion, gambling, and narcotics trafficking. In particular, Tortora hired others to kill Richard Ortiz in order to further the goals of the Genovese Family. As a result, on November 11, 1997, Ortiz was brutally stabbed multiple times, causing his death. Tortora hired several individuals to kill Richard Ortiz, court papers say.

“Tortora, 61, of Yonkers, New York, is charged with conspiracy to commit racketeering, murder in aid of racketeering, and murder for hire. A chart showing the charges and maximum penalties for each count of the Indictment is below. The statutory maximum penalties are prescribed by Congress.

Assistant U.S. Attorneys Jessica Lonergan, Jessica Fender, and Lauren Schorr are in charge of the prosecution. The case is being handled by the Office’s Violent and Organized Crime Unit.

Ortiz, was a landscaper, living in an apartment on Lockwood Avenue. Witnesses said he had been drinking in the Mill Tavern on Lockwood Avenue, in Yonkers, NY, when he got into an argument with men inside the bar. The argument moved outside, escalated and Ortiz was stabbed multiple times in the stomach and left for dead under a Saw Mill River Parkway underpass less than 100 feet away. Yonkers detectives believed at the time it was a mob hit, that Ortiz had been working for a gambling operation run by Tortora. That Tortora suspected Ortiz of both stealing from the operation and providing information about it to police. Ortiz’s family said that a few weeks before Richard Ortiz’s murder, family members had visited him and discovered he showed signs of having recently been beaten up. They said he told them he had instead slipped and fallen.

Four days after his killing, Yonkers Police arrested then-31-year-old former convict Abdill Saez, but the Westchester County District Attorney felt they needed more evidence to move forward with a case and the charges were eventually dropped. Tortora was among dozens connected to the Genovese crime family arrested by the FBI in 2001 after an undercover NYPD detective infiltrated the mob posing as a trucking company owner named Big Frankie.

On the night of his death Ortiz was found by a young woman who thought he was a pile of clothes or garbage on Lockwood Avenue near the Mill Tavern. He would be pronounced dead three-hours later at St. Joseph’s Medical Center after doctors attempted surgery for his numerous stab wounds. It seems a fight that originated at the Mill Tavern spilled outside where Ortiz was stabbed.

Murray Richman, Tortora’s lawyer, said his client has no knowledge of Ortiz’s death and had never been involved in gambling. Richman says he believes the arrest is probably a result of the FBI arresting someone recently and then offering them a deal. Somehow his client’s name came up. Tortora was arraigned in Federal court in Manhattan and ordered held without bond. If convicted of the charges the 61-year-old Tortora would spend the rest of his life in prison.

Johnny T’s brother, Anthony T, is employed by International Brotherhood of Teamsters Local 456, in what may best be described as a “little need to show” job. Anthony T. is also afforded a union paid for car, and an expense account. While Lou Picani, is President of Local 456, the power still resides with Eddie Doyle, Sr., who remains the “boss”.

In the weeks working on verifying the facts, the Yonkers Tribune learned that Anthony T was chauffeuring New York State Senator Shelley Mayer about. He is not employed by her in any fashion. He approached her and asked if she could use a driver. It is evident she agreed since she uses his services in that capacity.

Yet it is incongruous, especially for long-time resident of Yonkers, that Senator Mayer had not previously heard of the Tortora Family and their being known to be members of the Genovese crime syndicate. Did Sen. Mayer properly vet Anthony T.? Does he have a valid driver’s license, did his alleged family ties to the Genovese Crime family not raise any concerns for Sen. Mayer? Does he have a criminal record?

Since Sen. Mayer must contend with many sensitive issues as a New York State Senator is she not concerned that her conversations with someone in the car or by telephone can be overheard by Anthony T as he chauffeurs her to and fro?

The Genovese organization is one of the ‘Five Families’ that dominate mafia activity in New York and New Jersey, although their influence has greatly declined in recent decades.

The Genovese organization are the largest of the five crime syndicates,p a position that has led to them being nicknamed the ‘Rolls Royce’ or ‘Ivy League’ of organized crime.

They were founded by Charles ‘Lucky’ Luciano in the 1930s and focused on the West Side of Manhattan.

Their boss, Vincent ‘the Chin’ Gigante, would feign insanity by walking around in a bathrobe and muttering to himself, a habit that earned him the nickname of ‘Oddfather’.

Recently the family has moved into Internet-based illegal gambling.

Eleven alleged members of the gang were indicted in 2016 for a ‘smorgasbord’ of offenses from loansharking to unlicensed check cashing and money laundering.

It is therefore illogical to infer that Sen. Shelley Mayer, representing the communities comprising Senate District 37, vetted Anthony Tortora Jr. thoroughly? If so, did she decide to overlook his family connections and alleged involvement with organized crime? Perhaps Sen. Mayer chose to overlook the obvious. Why?

But is it true the government dropped the charges On the murder and racketeering that’s what I read in ganglion it seems the government case could not be proved, I’m wondering if the informant got away with murder in this case that’s what you here around Yonkers

Yes the Govt dropped the murder charge though they were gonna try to backdoor him and try to say even though they dropped it he did it and have it count against him at sentencing....scumbag shit by the gov

Connections come from his father John Tortora Sr. Also connections to Tampa , John Sr cousin in Cleveland and Boston with distant cousin Carmine Tortora. The case is not strong and both witness I feel are not reliable.

Correct me if I am wrong, but didn't they drop those murder charges earlier this year. Carmine Francomano jr, lead Ortiz away from the bar, while it was actually Abdill Saez who killed Ortiz. Ortiz fingered Tortora as ordering the hit when he was arrested a week later or less. The detectives felt they did not have enough evidence so they never charged Tortora at the time. Saez skated and moved to Colorado soon after, but got into some sort of beef with an old Colorado associate of the Denver crime family and moved to Mercer California where he ended up having troubles in court and has not surfaced for over a decade and a half. Francomano was known to be bragging he had killed Ortiz around the neighborhood, but he actually didn't kill him and trying to make a reputation for himself while also using that story to pick up women. That is one of the reasons why the Genovese and Lucchese crime families refused to make him or his brother Frank members. In my opinion, Ortiz was most likely killed over a personal beef with Abdill over not paying his credit for drugs. Saez was a drug dealer and one way they get customers is ask them to try a drug, the first few times are free and by that time they usually get an addiction, and that is when dealers start charging them, and there are dealers who say hey remember those first couple or few times you took the drug and didn't pay? Well you have to play now. Usually they beat the guy to motivate him to pay. If it is a woman, their "boyfriend" says you have to pay me back and they get involved in strip clubs or prostitution. That is what I actually think happened and Saez was just trying to get away with his crimes.

So I happened to know someone that knows Carmines brother Frank Franamato who is telling people he was going to testify for Tortora that Carmine had nothing to do with Tortora. And Tortora didn’t know the victim also tortora was not mentioned until Carmine got charged. and ratted out the stabber to get out of trouble and through in Tortora’s name like 20 years later. Anyone from Lockwood ave at the time knew Carmine was behind the victim’s killing not Tortora cops just wanted to get a wise guy

There is no relation to carmine Tortora or the Tortora’s of Boston, Cleveland or Tampa.
I am a very close blood relative. So,close that John SR was my grandfather.
I am really reading these threads and responding to “ debunk” the myths and false statements that are being made.

Yes, the case was all bullshit and made up.
It’s people like francomano who got jammed up and couldn’t face the heat so he pointed fingers to an innocent man, whom served 19 months of his life for a case that was 100% fabricated.

Tortora is a fairly common Italian surname. You can find the name sprinkled throughout the US. And the first name of Carmen is also somewhat popular.

I remember there was knock around guy by the name of Carmen (Popeye) Tortora who was active in the Queens and Brooklyn areas during the 1960s-1970s era. This particular Tortora dealt in truck hijacking, stolen goods, etc. He became very big in the stolen credit card rackets when that business exploded onto the scene in the early 1960s. He later also involved himself in counterfeit cards.

In fact he got pinched with a bunch of guys on several occasions. He had made a "hook" directly into several U.S. Post Offices and was in cahoots with postal workers.

I believe he was tied into Colombo capo Carmine (The Snake) Persico and his Brooklyn crew. I wrote about him extensively when I did a deep-dive expose on the credit card racket. Its under the 'Rackets" link on my ButtonGuys site.

Question for you Mikey523. Even though he was named Carmen Tortora, and was a NYC underworld figure no less. Was this particular Tortora I speak of related by blood in any way to your family?

Anything is possible of course. But if I had to make a guess I'd say no. Especially that he was a Brooklyn guy connected to the Colombo crew, as opposed to being from the Yonkers area with alleged ties to the Genovese. Am I right or wrong here? I'm just curious.

"You need better friends," lectured Manhattan Federal Judge Sidney Stein, who saw fit to interrupt Tortora after he apologized to the Court and explained why he committed the crime of obstruction of justice back in 2018 without mentioning the name of his pal — who had already been identified by prosecutors as Johnny T's mob superior, the powerful capo Daniel Pagano.

At the time, in August of 2018, Pagano was on post-prison supervised release following a 27-month stretch for loansharking and he had been captured on security videotape at Tortora's check cashing business that was subpoenaed by a federal grand jury. Instead of turning it over, he stymied the government's hope of putting Pagano back behind bars by "destroying (the) surveillance video," according to a government filing in the case.

Tortora's defense team argued convincingly that mob associate Carmine Francomano Jr. had ordered drug dealer Abdill Chino) Saez to kill the victim, who was believed to be a police informer. When the feds agreed to drop the murder charge, Johnny T agreed to plead guilty to the obstruction charge and illegal gambling and accept a possible maximum penalty of seven years in prison.

Daniel PaganoProsecutors Christopher Clore and Justin Rodriguez had cited Tortora's obstruction as a serious crime in seeking a seven year prison term. They also cited his ability to hire six top flight defense attorneys as a good reason to fine him up to $250,000. Stein fined Johnny T $60,000 and ordered him to serve two years of post prison supervised release when he completes his four year sentence.

Stein rejected a call by attorneys Barry Levin and Richard Levitt for a "time-served" sentence of 20 months that Tortora, 63, had spent at the Metropolitan Detention Center when he was arrested on a "false" murder charge, as well as an emotional plea by his daughter Serena to spare her dad a prison term and allow him to "to come home" with her.

After the judge had meted out his sentence, which included a recommendation to the Bureau of Prisons that it designate him to a facility in "the tri-state area in order to facilitate visits with his family," Levin made a last ditch plea for his client.

"Is there really a need" to imprison Tortora, he asked Stein, for what would likely be "less than a year" considering the time he had spent at the MDC, and current BOP protocol involving "good time" off and halfway house designation.

"He needs to go to prison," said Stein, rejecting the lawyer's pitch for home detention even before he could get all the words out.

The judge did allow Tortora to self-surrender to the facility that the BOP designates for him. He's slated to turn himself in on February 25.
