Teddy Roe was a policy guy in the African-American neighborhood before the Outfit took it over. Googling him will give plenty of info, for those who aren't familiar.
January 5, 1950 - Kefauver is empowered to investigate organized crime via Senate Resolution 202 of the 81st Congress
May 3, 1950 - Resolution is adopted and Kefauver begins work
May 11, 1950 - Kefauver investigation begins
February 28, 1951 - Kefauver releases preliminary report (the report quotes Roe talking about Policy wheels in detail)
June 19, 1951 - Teddy kills Lenny Caifano
August 1, 1952 - Teddy finds out he has incurable stomach cancer and stops hiding
August 4, 1952 - Teddy gets whacked
Was Teddy Roe killed for his policy business or killed because he talked to Kefauver and told them all about the number running in Chicago, including ones he didnt run? Or both?
The story that Roe got some balls after his stomach cancer diagnosis doesn't hold water if he is ratting to Kefauver in mid-1950, and once the Outfit finds out, they send Caifano to whack Roe and take his numbers.
To me, it sounds more like Giancana read the Kefauver report, realized how much $ was going through the black neighborhoods, and whacked Roe and took them.
