What I don't understand is that if Neri was so inclined on reaching the top - even at the cost of Tom, why did he seem to be so consenting in GFIII of Vicent's rise?

Fathersson is right: his age. At the beginning of GFIII, Hagen was dead, and as we saw, Neri was the only one of Michael's former retainers who was still close to the boss. He had achieved his ambition: to be Michael's #2 man. Perhaps he never wanted to be the absolute boss. And, in his dotage, he was content to let Vincent take over--mainly because Michael (also in his dotage) had legitimized Vincent as his successor.

In the actual Godfather book, Neri's recruitment is explained in much detail compared to the film, he wasn’t in the Corleone Family particularly for the Barzini hit because Michael had more of a future mapped out for him.
