Has Spain always been such a hotbed for oc? Seems like because of its location it could be. Lately I've read a lot about diff groups operating out of Spain, Irish oc and Italian oc using it as a connection point with south America. Also are there any homegrown groups seems most of the dominant gangs are other European nationalities. Also does the government make any real attempt to curb the activity?

in spain there are not strong local criminal gangs... except a couple in galizia... italian mafia, russian mafia, colombian cartels and chinese gangs are the most powerful in spain
