Not a fan of Dempsey, i think he's somewhat overrated in all time HW discussions. I understand that he was the biggest Sports draw outside of Babe Ruth in his day, but he was notorious for avoiding all of the best fighters of his era. Most shameful of all was his and Jack Johnsons, avoidance of Sam Langford who was the real HW Champ in my eyes considering the guys he beat. Sam fought and beat anyone who offered, still most people avoided him like the plaugue. Saying this i actually doubt it was Dempseys fault, it was more likely the promoters not wanting to risk a moneymaker like Jack to lose his title. Still it seems History has looked upon Langford more favourably than Johnson, or Dempsey as he's constantly ranked above both in all time HW lists. To answer your question, there's no way to tell, the picture is just too low quality of course since it's from the 20s. Even though i think it does slightly resemble him it could be a form of Pareidolia, like when someone tells you what a cloud looks like your mind mentally makes that image. http://en.wikipedia.org/wiki/Pareidolia

it kinda looks like him in a way, of course one can't really tell, however, if in some book he tells of being there. it very well could be him. Come on, Binnie, fess up. That's you sitting next to him! of course I was there! I was at the john L.sullivan- James J. Corbett fight too.!
" watch what you say around this guy, he's got a big mouth" sam giancana to an outfit soldier about frank Sinatra. [ from the book "my way"
