Given how low profile Carlo was (I remember hearing the Feds once tapped his house for an entire day while he was meeting with Neil and other top guys and all they got was one word 'Frog Legs' out of the whole tape), how great he was at giving orders very discreetly, most often without saying a word....
If Don Carlo had lived say, another ten years, into the mid 1980s, and not gone senile or become too enfeebled too rule, stayed in command mentally, could he have survived the FBI and NY Prosecutors' war on the Mafia that happened in the '80s?
Or would he have eventually gotten put away if he'd lived into the RICO era?

How many threads do you really need, Cecci? Knock it off.
Should probably ask Mr. Kierney. I guess if you're Italian, you should be in prison. I've read the RICO Act, and I can tell you it's more appropriate... for some of those guys over in Washington than it is for me or any of my fellas here

Who know,i think his son Tommy may have been ready to take the throne
From now on, nothing goes down unless I'm involved. No blackjack no dope deals, no nothing. A nickel bag gets sold in the park, I want in. You guys got fat while everybody starved on the street. Now it's my turn.

If Gambino had lived another ten years, assuming he remained mentally and physically healthy,he would have ended up dying in bed just as he did.He wasn't going to get caught on wiretaps,he didn't associate with most of the members of the Family, and I doubt that any potential witness against him would ever live to testify. Carlo was the prototype old school,low-key Boss.He wasn't flashy, didn't even own a phone, and maintained a very strict chain of command. RICO only works if you have tapes or witnesses, and in this case, the Feds would have had neither.
